what to do about stylist being 45 minutes late for appointment

I have a problem with 2 stylist being late for appointments ALL the time. One stylist doesnt come in until 10am( receptioist books first appt. of day at 10) she will not show up until 1045 or 11. she has been warned and talked to about this. the tears start pouring and she starts with her excusses. she is a good hairdresser, she just can not be on time for some reason. same thing with the other stylist, except for she is only 15 minutes late. late is unexceptable in my book. when a client is paying good money to get their hair done, their stylist should be there when they get there waiting on them(not the other way around) WHAT DO I DO? legally what can i do. in this economy i dont want to fire them b/c they are good, just late all the time which leaves the other stylist trying to keep that client happy.

send them home for the day, give their clients to another stylist that day and see if it happens again.that is, if they are employees. if they booth rent, that's their business.

they are employees. they get commission only. i know there are laws about with holding income, but someone had mention changing their % on commission. usually they get 60%. if they are late, could their % be changed that day. what are the laws on that? or could i temporarily lower their % to say 50% until they bacame more reliable?

i have no idea about laws pertaining to commission,but i do feel that getting sent back out the front door is quite effective.they are just doing what they have been enabled to do.time to crack down.
